Safeguarding Borders Using The Role of Nigerian Immigration

Migration, a timeless and universal phenomenon, often results in mixed consequences. It is akin to a double-edged sword – a blessing that fosters cultural exchange and economic growth, yet a concern that raises pressing security issues. As the world grapples with the complexities of international migration, one thing is clear: effective border management is crucial in mitigating the risks associated with irregular migration. In this intricate dance of securing borders while facilitating legitimate movement, immigration officers play a vital role, working tirelessly behind the scenes to safeguard national security and uphold the integrity of international borders.
In Nigeria, the Nigeria Immigration Service – an agency under the Ministry of Interior – like its counterparts in other countries is responsible for securing the country’s borders. The appointment of a new Comptroller General for the Service by President Bola Ahmed Tinubu, GCFR, on March 1, 2024, signalled clearly the importance of the immigration service in achieving the transformation agenda of president Tinubu particulalry in the area of security and trade.
Given the importance of the task, Kemi Nanna Nandap was a natural choice to reposition the NIS, thanks to her impressive track record and reputation for excellence.
Characteristically, Kemi kick-started her assignment with focus, diligence and a patriotic gusto that was second to none.
The Nigeria Immigration Service recruited Kemi Nanna Nandap in 1989, and she began her career as an Assistant Superintendent. Kemi excelled in her 24th Basic Superintendent Course in Kano and, in 2016, excelled once again at the Immigration Command and Staff College. Her early achievements laid a strong foundation for a career defined by discipline and strategic thinking.
Through continuous professional development, she positioned herself as a resourceful leader, consistently exceeding expectations in service and administration. Unlike many who expect immediate gains, Kemi’s focus has always been on service, hence her patriotic lifestyle dedicated to the nation’s cause.
She ascended the professional ladder, taking on major responsibilities in regions such as Ogun, Lagos, Bauchi, Anambra, and Plateau, along with pivotal roles at Murtala Mohammed International Airport and the Service Headquarters.
Her exceptional work ethic and focus on excellence propelled her through the ranks, ultimately leading to her leadership roles as a zonal head at Zone F and as a top executive overseeing migration affairs. Her stints in different leadership roles and strategic locations allowed her to gain invaluable experience managing complex operations, navigating region-specific challenges, and building resilient teams that drove the Service’s success at both regional and national levels.
Her initiatives not only strengthened migration governance but also positioned Nigeria as a key player in international efforts to combat transnational crime. Her ability to foster trust among stakeholders ensured sustainable solutions and paved the way for lasting partnerships. By attaining the pinnacle of her career, she has demonstrated valuable life lessons and the importance of perseverance.
Kemi Nanna Nandap reached a significant milestone in her distinguished career when President Bola Ahmed Tinubu, GCFR, appointed her Comptroller General of the Nigeria Immigration Service on March 1, 2024. This appointment marks the pinnacle of her remarkable journey in public service and migration leadership. Her historic appointment reflects a lifetime of perseverance and impact, inspiring future generations of leaders within and beyond the Nigeria Immigration Service.
As Comptroller General, she brings a vision of innovation, inclusivity, and enhanced service delivery to the institution. Kemi has, since her appointment, implemented various initiatives like the 4-day NIS Comptroller General Annual Conference in Jos, Plateau State.
This conference, held from October 30 to November 2, 2024, was attended by dignitaries including the Minister of Interior, Bunmi-Tunji Ojo, and the Plateau State Governor.
Titled “Enhancing Border Security & Migration,” the conference focused on border security and the strategic use of technology to enhance it.
Many international borders have been plagued by various atrocities and insecurities.
For instance, the US-Mexico border has been notorious for issues like illegal migration, drug trafficking, smuggling, firearms trafficking, and violence.
The Israel-Palestine and Hamas conflict has its roots, in part, in cross-border violence, particularly in the Gaza Strip and its border with Israel.
These issues pose threats not only to the nations sharing these borders but also to global security. Therefore, there is a growing demand for leveraging technology to enhance security across all migration processes.
Building on her previous accomplishments, Kemi has implemented systems and mobilized resources to achieve most of the conference’s recommendations, with the support of the Interior Minister, Bunmi-Tunji Ojo.
Under Kemi Nanna Nandap’s leadership, the Nigerian Immigration Service, in collaboration with the Ministry of Interior, led by Bunmi-Tunji Ojo, has made significant progress in enhancing border security through the strategic use of technology.
This includes conducting regular Border Assessment Tours to evaluate border security effectiveness, foster interagency collaboration, and strengthen relationships with border communities.
The e-Border Solution Project, aimed at efficient border surveillance and safeguarding territorial integrity, has been a key initiative.
This project encompasses the establishment of a Command and Control Center, the deployment of the Advance Passenger Information System (APIS)/Passenger Name Record (PNR), and the installation of e-Gates at international airports.
The integrated Data Center plays a crucial role in information sharing and analysis.
Furthermore, the commissioning of the Bola Ahmed Tinubu Technology Innovation Complex (BATTIC) marks a significant milestone in border management infrastructure, housing the Command and Control Center, data centers, production facilities, and a solar farm.
Since Kemi’s appointment in March 2024, significant improvements have been made in passport administration.
Backlogs of passport applications have been cleared, and additional Passport Front Offices have been established.
The rollout of Enhanced e-Passports has been extended to various missions abroad.
The Service has also decentralized Change of Data (COD) applications and simplified the passport application process through the Electronic Passport Management System (EPMS).
The introduction of contactless passport application systems in selected countries has further enhanced the efficiency of the passport application process.
Also the acquisition of ICAO PKD/PKI certification further enhance efficiency and security. All these have since curbed the extortion of the Nigerian people by dubious travel agents.
Kemi Nanna Nandap, under the Nigerian Immigration Service (NIS), championed the review of the Nigeria Visa Policy to align with global best practices. Through continuous engagement with international partners like ECOWAS, IOM, and ICMPD, the NIS has fostered knowledge sharing and collaborative efforts.
Nationwide sensitization campaigns have been conducted to raise awareness about the dangers of irregular migration. To tackle migrant smuggling, the Service has strengthened Smuggling of Migrants (SoM) Desk Offices and established a National Database for joint reporting on SoM/TIP cases in collaboration with relevant agencies.
Kemi Nanna Nandap’s leadership has brought about a significant shift in the Nigerian Immigration Service’s priorities, with a strong focus on the professional development of its personnel. Her empathetic nature and passion for learning have greatly enhanced the performance of Nigerian immigration officers.
The Service has established extensive training programs, conducted in partnership with reputable institutions like NIPSS, ISS, and NDC. These programs offer specialized training in crucial areas, including document fraud detection, enabling officers to identify and prevent document fraud. Officers are also equipped with Chinese communication skills, necessary for effective communication with Chinese nationals. Furthermore, they receive training in e-Border project management, ensuring efficient and effective border management. Additionally, officers are trained in migration data analysis, providing them with the skills to collect, analyze, and interpret migration data, informing policy decisions.
Kemi Nanna Nandap has also launched the MoNIS Project, prioritizing career progression and gender mainstreaming policies. Additionally, she has implemented staff welfare initiatives, including the payment of outstanding allowances and the promotion of 14,000 officers and men.
Her efforts have not only transformed the Nigerian Immigration Service but have also earned Nigeria recognition on the international stage. Kemi Nanna Nandap’s ability to foster partnerships with international organizations has positioned Nigeria as a key player in the global fight against irregular migration and transnational crime.
Under her leadership, Nigeria has hosted high-level meetings and participated in international forums, advocating for equitable migration policies and security measures that balance national interests with global stability. Her accomplishments demonstrate her commitment to establishing Nigeria as a leader in migration management and border security.
