UBA SANI AND THE KADUNA MODEL

The world renowned leadership expert and author, John Maxwell’s popular quote says that, “Everything rises and falls on leadership” . This could aptly capture the development in Kaduna State under the leadership of Governor Uba Sani. The situation is even more interesting in light of the regime of his predecessor, where needless debt was piled up, and socio-ethno tension enveloped the state. He came in as a biblical Nehemiah who has the Mandate to rebuild and restore the state back to glory. That has been the driven force of the governor since he took the reins of office on May 29, 2023.
Today, under the leadership of Governor Uba Sani, Kaduna State has emerged as a beacon of innovation and accountability in public administration. The state’s civil service, celebrated for its professionalism and robust frameworks, has attracted delegations from across Nigeria eager to replicate its successful reforms.
As part of the ongoing upskilling of the state’s workforce, another two-day capacity-building workshop was held December 4th – 5th, highlighting the governor’s commitment to empowering its public servants and enhancing governance standards.
At the end of the training, the communique disclosed that ‘’Kaduna State has one the most robust procurement laws in the country, which is in line with international best practice.
‘’Kaduna and Lagos States are the only sub-nationals that have a Gender Responsive Policy, which waives the Kaduna State Public Procurement Authority (KADPPA) registration fees for women-owned businesses.
‘’The KADPPA non-refundable Tender Fees have also been reviewed downwards by 50% for all women-owned businesses. Also, women-owned businesses are only required to pay 50% of the registration fees for Ministries, Departments and Agencies.’’
Political appointees were also advised to ‘’desist from random and irresponsible posts on social media because such comments can be misconstrued as the viewpoint of Government, thereby causing reputational damage or public outcry.
‘’ Public servants must be disciplined, loyal to the Government of the day, show courtesy in the discharge of their duties, cooperate with one another and be honest in all their official engagements.
“It is also essential for public servants to adhere to laid down procedures in the conduct of government business as failure to do so leads to systemic decay of the service and corruption.
‘’Information and Communications Technology enhances service delivery in public service but should not negate procedural matters in the management and documentation of government activities.’’
It advised that the ‘’communication skills of Government House employees should be upscaled because they are closest to the seat of power. For this reason, they are seen as the ambassadors of the administration. So, they should be able to communicate government’s policies clearly.’’
Kaduna’s civil service has gained national recognition for its strict adherence to regulatory frameworks, including: The scheme of service, stores regulations, the guide to administrative procedures and financial instructions.
These instruments ensure transparency, accountability, and procedural integrity in the management of state affairs. To broaden access to these resources, the workshop communique recommended that the Department of Printing Services produce these regulatory documents and sell them to public servants at affordable rates.
Governor Uba Sani’s leadership has transformed Kaduna into a model of inclusive governance. His focus on training, workers’
welfare, and adherence to best practices is setting new standards for civil service administration in Nigeria.
As Kaduna continues to refine its systems and build capacity, it is not only elevating
governance within the state but also providing a road map for others to follow. Governor Sani’s dedication to fostering a professional, ethical, and efficient public service remains a cornerstone of his administration’s enduring legacy.
The pragmatic leadership of the governor has endeared other states to Kaduna’s strides in governance, with delegations regularly visiting to learn from its operational models. The workshop’s success further cements Kaduna’s reputation as a leader in public sector excellence.
