The Presidential Amnesty Programme (PAP) has reached new heights of success under the leadership of Chief Dr. Dennis Burutu Otuaro. Appointed in March 2024, Dr. Otuaro has brought a wealth of experience in comparative politics, development studies, and public administration to the programme, transforming it into a beacon of hope for the Niger Delta region.

Since taking office, Dr. Otuaro has overseen the successful reintegration of ex-agitators, many of whom have transitioned into thriving entrepreneurs and employers within their communities.
